Is it reasonable to define improved overall readiness in the district as a percentage, in a way that works for you, and plan your payback of the loan based on say half of that percentage improvement grade by grade? As the improvement grows to dominate the district over the future years payment would start. It would not start until the completion of grade 1 or 2 after the improved readiness dominated those classrooms.*

10. If the savings could be assured would you make it easy for business to underwrite the new money created by loans (by posting collateral) for Early Reading Skills Delivery, at the direction of the district? This will require the district promise to pay the money back.*

A major issue is parents of children not at risk (many of your employees, employees in business, organizations and government) are just not aware of how difficult it is to recover from a late start to reading and how this impacts the classroom.
