Don Graham, of the Washington Post Company that owns Kaplan University suggested that colleges should refund all fees to a student if such student drops out during his first term. This would drive out all the bad actors.

Quality is meeting the requirement. Actual money should back up the deliveries of quality. Makes no difference if school is private, public, non-profit. Real issue is the requirement. For profits do drive innovation and cost effectiveness.

Why not get this right first things first as the pre-k industry is created.
