This Site is Purposed to Prompt the Private Sector Side of the Federal Reserve Bank To Be Fair in the Use of Monetary Policy Powers.  The FED is Unfair in its Program for Those Without Financial Assets who also have Little Support from Strong Emotional and Ethical Assets, Attributes and Positive Expectations.

Encouraged, Not So Much

I was encouraged to see a private sector CEO leader write regarding High-Quality Preschools and Child Care to publish a warning that the system is failing both in the short-term and long-term.  There is no pandemic solution.  Disappointed that the writing coverage did not go far enough to state that only the private sector will deliver best outcomes over the long term that are key to equality.  Short term the government can patch up child care for the family with a concentration on safety and security but Early Childhood Learning (ECL) is totally lost with its focus on regulated inputs to create unequal outcomes that only the government would call high-quality actually contributing to the education gap from start to finish.  Many School districts have shut down or put online the provided age 0-6 child care standing in for preschool.  And now do not have a way to continue improvement with one-size-fits-one early child education.  That says zero high quality early learning (a step above child care) has really taken a backseat. 

How can we possibly have a positive expectation for gap reducing outcomes when the private sector continues to deliver focused learning outcomes because parents expect it and pay for it. And public school efforts are curtailed during the child’s sensitive period to learn language, math and order.  It is more than the difference between private and public.  The concept of individual outcomes meeting individual parent requirements is often missing.  This creates more systemic inequity on top of what was a system failure to deliver equal starts to kindergarten even before the pandemic hit us.  Parents are going to want to privatize the kindergarten year.  They are going to want vouchers for it because they are being encouraged to see age 3-6 as particularly important and the public sector is proving to be more and more hard core concerned with inputs and not outcomes. 

Parents are coming at it from the perspective of natural private sector supply and demand.   Government regulations centering on inputs are costly to fund, cause reductions in supply to less than true demand, raise prices and does little to expand parent demanded Best Quality readiness for primary school. 

All this goes on while every private sector CEO knows High Quality outcomes for all are the key to equal opportunity for all.  They know without real performance on the for all the high risk citizen takes the inequality hit. They desire leadership from a “void” higher than themselves, their company and the government.  Who is that “void”? The preschool juggernaut is so off key with its definition of high-quality that proposed High-Quality ROI does not drive the public sector work and cost.  It is known to be off key, cannot be explained to mom and does not generate results for her. The private sector looks at the mess and works the regulations, and more, to meet the striving parent’s requirements when they know even more gap and higher cost is the result.  More gap is the result of best early language, math and positive expectations delivered to the child.  Parents and some providers understand that.   

USA VALUES, LLC is ignored as it talks about a plural set of First Things First dots to be connected to make everything different.  A messy discussion for those who influence Early Childhood Learning is (completely?) covered in the email letters to the FED and the website.  Those calling for High-Quality ECL to provide equity for those at risk (pre or post pandemic) know the public sector is out of money, out of choices and not prepared to do first things first to create the NewOldMoney.  It would be created from scratch within the concept of the PVofPE-Prek.

Back to the CEO of a manufacturing company expanded to the CEO of the private sector in general.  The state of low-quality education is like the state of low quality 1970-1980 manufacturing and service that used flat out wrong definitions giving excess scrap, leaking engines, misfit doors and unworkable lead-times that were a joke to the customer leading to lost jobs due to better systems. 

ECL needs a funded adder in addition to the present systems to help mon breakaway from a poor definition of high-quality driving equity if she chooses such for her child.  Her choice is a set of positive expectations made real from the “void” at the top based on the science of positive reinforcements.  Funding this gift to mom is a new concept.  Present outcomes are not generating NewOldMoney and public sector high-quality is no better than good, sometimes.  Private sector makes the best of a highly regulated safety and security effort often delayed in its reform to individual best outcomes.

USA VALUES, LLC would like to talk about it, write about it, or read about it in connection with the most powerful private sector company that could afford to refocus and reinforce it.  It seems that less than best quality (more than 50% of the kids start early to be far behind their God given talent) contributes to inequality and everything about the public sector ECL exposes weak positive expectations needing nonexistent traditional positive reinforcements.  Mom’s influence is running on an empty tank.  Go figure the work around needed.  You get a messy set of first things first considerations when the clouds of exceptions are evaporated into clear sky.
